Abstract: In fact, in the late 19th – early 20th centuries there were dozens and hundreds of local educated social and political figures. They received an excellent education in the new Russian-native schools and madrassas of Kazan, Orenburg and Ufa.

Among them were people who thought about the future and their homeland. One of them was Mambetaaly Murataliev, who perfectly understood the difficult social situation of the Kyrgyz people, analyzed the socio-political situation, foresaw the future. In the liberation uprising of 1916, Mambetaly was on the side of people. He wanted freedom for the Kyrgyz people.

Summing up, we can say that in the early 20th century Mambetaaly Murataliev was one of the most significant representatives of the elite. In the colonial time, he stood out from the people, thanks to his qualities, he became a significant figure who received higher education in religious institutions, understood the socio-economic situation of the people and the current political situation.
