Abstract: The article discusses the origins of the economic policy of the Russian Empire in the Turkestan General Governorate. The author describes in detail the role of commercial banks in the life of the local population. The author pays special attention to economic relations and price increases during the First World War, as well as to the influence of economic processes on the events of 1916.
