Social and political factors of the uprising.<\/span><\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Jomart Sulaimanov \u201cSocio-political mobilization of the population of Turkestan in 1916-1922: main goals, methods, institutions and actors\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Abstract: The work is devoted to the analysis of socio-political mobilization carried out by the authorities in Turkestan from 1916 to 1922. During these six years, the region, which was a single administrative-political entity, has become a union of national republics. The local population, who were subjects of the Tsarist empire, became citizens of the Soviet socialist republics. The uprising of 1916, caused by the imperial decree on the mobilization of the local population to do army support works, was a big surprise for the authorities. The authorities who prepared this decree were confident in the support of the local population. This confidence was based on the conviction that being under the Tsarist government is a great blessing for the local population, who recognize that they have received benefits of civilization. By their actions, the authorities show that only subordination and support are expected from the local population, all other opinions and actions will be cruelly punished.\u00a0<\/span><span style=\"font-size: 12pt;\">The article analyzes and describes the actions of various authorities, their methods of agitation, propaganda, and their appeal to the local population. As a result both political and social actors from the indigenous population gradually began to turn into agents of fundamental change in the region. In the Russian official documents descriptions of the events promoted ideas about rebels, natives, and mobs, and the main methods of solving problems were punishment, prosecution, and judicial processes. Gradually later authorities began to introduce new messages and concepts. Soviet writings began to use new terms and refer to poor Muslims, proletariat, rich and poor, revolutionaries and counter-revolutionaries, women of the East, etc. The purpose of the article is to demonstrate how the formation of power takes place in complex, contradictory situations and its relationship with local population.
